On Thursday, 1 October 2026, Meta stops letting businesses answer customers on WhatsApp for free. Since November 2024 a business that received a message from a customer could reply at no cost for 24 hours from that first message. From next month every service message a business sends inside that window is billed, whether an agent typed it or a bot did.
The price in Israel is about half a US cent per message, roughly 2 agorot. Each business number gets 1,000 free service messages a month, and billing starts at message 1,001. Only messages that reach the customer count, not attempts. Fixed-template operational messages, such as an order confirmation or a shipping update, also lose their free status when sent inside the same 24-hour window.
Who pays and who doesn't
The change applies only to businesses connected to WhatsApp through Meta's business platform. That covers anyone whose WhatsApp is linked to a customer management system, a support desk with several agents on one number, a third-party bot, or Meta's own AI agent. Such a business usually works through a service provider, and the provider is the one that bills it.
A sole trader who answers customers by hand from a phone, in the regular app or in the WhatsApp Business app, is not affected. Customers pay nothing for messages they send to a business. A conversation opened from a Facebook or Instagram ad that leads to WhatsApp, or from the contact button on the business's Facebook page, keeps a free window of 72 hours.
The bill in practice
For a small business the free allowance will cover most months. A thousand messages is about 33 a day. A business that answers 6 customers a day and sends each of them up to 5 messages stays under it.
A support desk sending 100,000 messages a month will pay about ₪1,980. A million messages a month comes to about ₪20,000. The business that gets hit hardest is one whose bot replies in short lines one after another, because every line counts as a message. One full reply costs less than four short ones.
Meta's own AI agent is billed by length
A business running Meta's automated business agent on WhatsApp has been paying since 1 August 2026, under a different scheme. The price is $2 per million units of text the model processes. According to Meta, an average message uses 20,000 to 25,000 of those units, so 4 to 5 cents a message. That is 7 to 9 times the cost of a service message sent by an agent or an ordinary bot. A business weighing whether to swap an agent for Meta's AI should run the numbers by messages per month, not by number of customers.
Before 30 September
A business on the platform that has not added a payment method to its Meta business account by Wednesday, 30 September, will find its service messages stop going out on 1 October. Customers will keep writing, and the bot or agent will not be able to reply. Anyone working through a service provider should check with them today that a payment method is in place.
Once billing is sorted, set the bot and the agents to put an answer in one message instead of splitting it. And a business that already advertises on Facebook or Instagram can point those ads at a WhatsApp conversation, where the free window is three times longer.
